I love to play this etude since I was a student in the conservatory.
It doesn't sound like an etude, it rather sounds like a concerto, powerful, and grand.
The etude sounds like very difficult, however, it isn't.
It is easier than it looks like.

It is as you say, it sounds like a powerful concerto! It is probably one of Czerny’s masterpieces. It doesn't sound like I remember him, from some boring finger exercises….
It sounds difficult, demanding, requiring much time to learn. Well done k c Paul. The Art of Finger Dexterity

Anyway, beautiful and melodious. I can hear the different tone colors and touching especially in some places in the bass register, lower tones. Nice.
