I tried to do but I failed , I am using cubase or Notion,
usually we use with other harps the tremolo /// between two notes,
but with the Pianoteq Harp it doesn't work in cubase ...

Select Diatonic mode, setup your favourite enharmonic using pedals and trill soft enough to your heart content. Am I missing something?

Isn't it easier to engage the Mallet Bounce function than to trill manually? (Sustaining a soft, fairly regular trill over any length of time is quite difficult, I find.)

I just tried it with the Mallet Bounce and it works quite well, I must say.

It's important though to lower the Vel. Sensitivity, Delay Loss and Velocity Loss settings. All the way to the left (0%) is in fact a good starting point for these three. The other two can remain at their default settings although I prefer to raise the Humanization a bit.
Also important is to raise the Attack Envelope (in the Note Edit window) ever so slightly in order to soften the initial transient of the pluck. Otherwise the results aren't very enjoyable nor convincing, I find.

And another thing: if you use Pianoteq in a DAW, you can control (and/or automate) selected parameters via MIDI thus allowing you to control the speed of the bisbigliando, its intensity or whatever else you like.

Bisbigliando usually involves more than one note — unless you enharmonically play the same pitch on two different strings (which is possible on a harp) —, and that makes the Mallet Bounce trick perhaps not the most ‘correct’ solution in all cases, but if you merely want a soft trill on one or more notes, I certainly would try it out.

(Apparently, harpists distinguish between a trill and bisbigliando: the former is with one hand on one string, the latter involves both hands on two or more strings. I didn't know that.)

On Notion 6 it is easy  /// between two notes then ok but Cubase ???

Funny, that concert harp with mallet bounce sounds a lot like a balalaika...Here is part of a well-known Russian tune played by a "balalaika orchestra":
