Is it possible to achieve partial pedalling with Pianoteq in Dorico?

Probably, with either a custom playback template or a custom midi action related to a specific marking within Dorico (like a custom articulation).  If you're wanting all pedaling to be partial, you could simply limit the range of the pedal in that instances of Pianoteq within Dorico.  If you're using MIDI routing instead of hosting the VST within Dorico, you could also do any number of things through MIDI settings in Standalone mode.  If you're wanting partial pedaling as something with very granular control that changes throughout the piece, you'd need to come up with some sort of articulation instruction that you manually set to specific pedal MIDI values, which is doable but there isn't any standard of how to notate/instruct partial pedaling.
