Is it possible to keep "General freeze" On, between reboot and power cycles?
If not, is it possible to add this feature on Preferences or any parameter in config file ?

Yes, you can add your configuration to the Favorites in the right-hand column of the Freeze panel, then select "Set as default" in the drop-down menu.
