I use Linux and Mac OS, not Windows, so I can't comment on the exact methods in Windows. However, the primary considerations are to route the MIDI information via USB to Pianoteq (connect a USB cable from the MIDI-producing module (the Feurich silent system I suppose, in this case) to the computer (the Microsoft Surface Pro), then route the audio produced by Pianoteq to either external headphones or speakers. If the Surface Pro has a headphone output connection, you could probably simply connect headphones to that without using the external audio/MIDI interface at all (the Scarlett).
After connecting the Feurich MIDI module by USB cable directly into the Surface Pro, you should see that connection listed in Pianoteq in Options-->Devices-->Active MIDI inputs, and when playing notes on the keyboard, you should see the MIDI information being received by Pianoteq in Options-->MIDI.
In Pianoteq, Options-->Devices-->Audio output, you should see and choose your preferred device to hear the audio that Pianoteq produces (which could be either headphones directly connected to the Surface Pro, or the Scarlett audio interface connected to the Surface pro by USB cable, in which case the audio can be heard through speakers attached to the Scarlett, or with headphones attached to the Scarlett headphone connection.
