So - logically- it has to be the Kawai Mp8ii, that's not working properly.
BUT! Why on earth is the Kawai able to play all other instruments without that problem except the modartt software???

I don't want to buy a new 88keys controller, the Kawai still does fine for me, except the pianoteq VSTs.
I use a Kawai MP11SE, and don't experience this issue. You might try to use a MIDI monitor for your operating system to check if the very-low-velocity issue for the D is evident outside of Pianoteq and its embedded MIDI monitor. You might check if it's evident on all 16 MIDI channels, and on each MIDI-throughput or MIDI-output device (MIDI through your audio interface and/or MIDI directly from your Kawai keyboard to the computer).

Could it be possible that these 2 notes are created from one set of samples? It's a common technic in sampling.
And that these 2 midi signals trigger in fact the same sample...

The midi window shows, that the volume of the D4 is always 1, when Bb3 is pressed.If I play D4 solo or with any other note I have all the 0-127 velocitiy possibilities.
It's a bought pianoteq standart version an a M1 macbook air monterey 16GB with Logic X pro newest version played with a Kawai Mp-8ii. Interface UR22mkII.
Other VSTs with absolutely no issues: Garritan CFX, Galaxy, Scarbee Rhodes, Logic-Sounds, Aria Player etc.
Does this issue occur when you are using the standalone Pianoteq app, or when you are using the Pianoteq plugin in a DAW (like Logic X), or both?
Have you tried to diagnose the issue by plugging the MIDI output of your Kawai keyboard directly into the computer using a USB cable, instead of a MIDI cable or USB cable attached to your audio/MIDI interface? (You didn't mention exactly how you connect and route the MIDI data.)
Anyway, if no one else notices the issue, then it seems it is with your specific audio/MIDI/computer setup.

If I play the note B flat 3, hold it and play also D4, D4 doesn't sound at all. This problem is with all instruments i got.
No problem here, with my setup.
Are you using a demo version of Pianoteq (not purchased, and not registered)?
In Pianoteq-->Options-->MIDI, can you see note-on and note-off events when you play the Bb3 and D4?
What other VSTs do you use, and in which DAW app(s).
How is your MIDI routed from your keyboard to your computer?
Which operating system do you use?
Etc.

No issue here. It's likely your midi controller, check the midi tab under the options menu while you play to see if that's the case.
