Direct payment did not work, paypal asked me to verify the card (it was already verified) and then it keeps refusing to accept it (the code worked).

I could suggest searching your local webspace for intermediary services, like type in your language "buying goods from the USA". Check https://www.payoneer.com/ maybe it could be of help somehow, many freelancers use it. Also you may want to call to PayPal, I had rather positive experience with their phone support. Your PayPal issues may be regarding, say, their verification process, sending your ID scans, just trying to guess blindly.
