I've just tested it on my laptop, and CPU freq changes!
(MS Win10, i7 4710mq)

Just noticed something a bit strange in ptq6. In the 'Perf' section of Options, with nothing playing and nothing in the background, it keeps saying 'CPU Frequency 2200 Mhz' (max for my laptop). I know it's not running at max: the fan is quiet, and nothing untoward shows up in Task Manager. Compared this with ptq5, same buffer settings: 500 Mhz. Tried it several times with the same results. Has anyone else experienced this?
