A license can only be sold once. If you bought amadeo's you couldn't then sell it on. I recently purchased a license from a chap in the states and was told this.

I dont think there are any restrictions on upgrades or purchasing instrument packs etc.

Which instrument packs does your license come with (I assume it's the K2 & D4 pianos)? Do you have any other purchased instruments you are also selling?

What are the restrictions on someone who has bought a previously owned license in terms of upgrades and reselling?

I change to another system and offer my Pianoteq 5 licence.
The support says, the owner transfer is allowed.
The transfer fee will be 29 Euros, which is paid my me.
I offer the licence for 179 Euros.
