Okay, so to clarify. My version is a Standard retail version, not a NFR version. So the license is transferable.

The answer from Modart:

1. Yes [license is transferable if from first owner], and if it is not marked as NFR (Not For Resale). This can be checked by the seller in Pianoteq > Help > About and in the user area.

2. No, you will not be able to change the embedded instrument packs.

I'm interested, I have tried to read up on the rules.
You should be first owner it seems, otherwise the license is unusable.
